Objectives
The overall objectives of the evaluation are to assess the achievements of the project its (potential) impact, and to draw lessons that can inform a potential second phase of CISPE. The specific objectives of the evaluation are to:
1. Systematically review the quality of the results framework, baseline, midline and endline data available against the indicators;
2. Review the efficiency and effectiveness of the project in achieving its intended results (against its goal, outcome and output indicators);
3. Assess the relevance and sustainability of the project results;
4. Identify weaknesses and strength of the project design, scope and implementation strategy;
5. Assess the capacity of the consortium to adapt to changing environment or to incorporate lessons learned;
6. Assess the extent and quality of the collaboration with relevant public institutions (AdminitrateurAdministrateur du territoire, Police, CPAP, etc)
7. Assess the extend of participation of stakeholders including communities.
8. Assess the relevance and impact of the activities in support of the access to justice pillar, both to formal institutions (TriPaix, Tribunal de premiere Instance) and informal settings (Legal clinics).
9. Assess to what extent the resources are matched with the objectives and results (Value for Money);
10. Assess the overall impact on conflict, security and stabilization in the intervention zones;
11. Assess the capacity of the consortium to translate project results into action and/or lobby and advocacy;
12. Assess the quality and pertinence of the coordination with I4S;
13. Assess the conflict sensitivity, do no harm and gender responsiveness of the project.
14. Identify gaps in the programme that would need to be considered in futur programmes.
The consultant will produce the final evaluation under the general supervision of the EKN in Rwanda, and the direct supervision of the coordinator of the Great Lakes programme of the EKN in Rwanda.
Scope
This consultancy will include 2.5 weeks in the field, of which one-week in North Kivu, one week in Ituri, and 3 days in Goma and Kigali (0.5). The consultancy will start in May and the final report will be submitted latest by 20th of June.

Requirements
Masters University degree or higher.
A minimum of 15 years of experience in programming in conflict contexts.
A minimum of 5 years of proven evaluation experience.
Previous experience in DRC.
Fluency (oral and written) in English and French.
Knowledge of the security sector and its actors.
Willingness (and insurances) to travel to insecure areas.
